they just feel that such matters are better managed at a more local level, like at the state government level.  It is maintained that of every dollar sent to Washington, hardly a dime comes back to where it was intended.  At a state level of administration, there is far less bureaucratic overhead and more accountability to funding.  Folks tend to treat Federal money like it fell from the sky, with no  accountability to that money.
