I've seen many customers who simply didn't want to give up their windows 2000 machines because their custom made software won't run on XP, let along on Vista. Why go for an upgrade if that means forking out a lot of money to get a product of which you aren't sure that it will have less errors than the current system, and that it will cost less to maintain. Besides, why replace what is working? The problem is also that if a few old windows 2000 or XP machines die, and you want to replace them, you usually have to pay for a new machine with a new OS and a new license. I know they like to sell, and bringing out new products is  way to achieve that, but Vista is a product that a lot of customers can easily do without for a couple of years to come.
