I'd turn that the other way around. Many people all over the world are very capable of distinguishing between the U.S. government and U.S. people. They abhor the government, but they don't hate the people. Still, they usually get portrayed in the U.S. media as hating Americans.
I think that this demonising of other people (which happens in way too many societies) is counterproductive and serves only to escalate things between people who could easily be each other's neighbours. Unfortunately it serves the agenda of a few folks in both the east and west, who gain considerably from fear and perceived enemies. :-(
