I already answered the second question.  You asked how that was supposed to limit response.  I said it wasn't supposed to.

You asked, "How can we expect God to be on our side when we don't follow these simple guidelines?"  

My answer is that the 'guidelines' are specific to a time and place.  We're not desert clans fighting hundreds of years before Christ.

OTOH I think we follow these 'guidelines' in war alot better than we follow the 'guidelines' from the New Testament:
