"Less is more", and I still find I have way too much crap on my frame!
i use an NRS frame and really like it.  It's easy to rearrange however I want -- so I'm sitting to the front for playing or whatnot, or middle for hauling lots of gear, etc etc.  It also breaks down easily.  You may not be as interested in moving the seat position in a raft as I am for the cat.  But, if you are going to be packing the raft for some crazy adventures, then a breakdown frame is great for that as well.  The breakdown frame is adjustable enough to satisfy your inner tinkerer, without having to go through the hassle of building your own frame.
My setup is:
spare oar keepers and spare oars (x 2 when required)
oar tethers
flip lines on 4 points of the frame
cooler for a seat
cooler sling
paco pad to sit on
waist throwbag
paddle rigged to the bottom of the frame (or to the bottom or side of the raft in your case) in case of flips (usually only if I'm hauling gear since righting it myself is unlikely)
Even some of that is probably overkill, the cooler-seat isn't for everyone, but works for me.
