Basically having the oarlocks centered means it should be easier to turn the boat in a circle.
If you have ever rowed a stern frame, which is the extreme example of non-centered oar locks, you will notice that the boat turns slower and around a different point of rotation than the center of mass. Also depending on how much weight is in the boat, and how it is distributed, will influence where the center of rotation is.
That said a lot of catarafters run with the oarlocks towards the front of the boat. And we are talking about guys who run class V on a regular basis and non-centered oarlocks don't seem to be an issue for them.
Personally I doubt that you would notice much of a difference, but the boat may turn a bit faster/easier if you are centered. |
