Use  any good plywood rout the edges cut slots or holes for tie downs as needed plus some.  then totaly coat every square inch with WEST SYSTEM EPOXY twice then sand and coat with 2 coats of exterior paint  The epoxy will make the floor waterproof and the paint will make it UV resistant.  If you want to see the wood use a spar varnish in place of the paint.
