Many of the outfitters offer a lower Pigeon trip (Below hartford) with Duckies but none rent them as far as I was aware in '06.  SMO used NRS bandits, and PRO used Aire models (lynx I think).  Not sure what the other outfitters used as they were the outfitters who you'd see most regularly with ducky trips. 

IMHO the Pigeon is very similar to the Lower yough (where they do rent duckies for use) but swims on the Pigeon could be much worse due to the major rapids being formed from I40 construction debris and the rock faces being more irregular.  That and the Pigeon is pretty shallow for most of it.  Who knows, if you do find a place that will rent them to you post it up.
