I found a couple articles that explain the tail slapping and protective behavior in various breeds of dolphin. Forgive my not citing but I'm just cutting and pasting the important parts:

Bottle nosed dolphins on protection and care: "Scouting behavior has been observed in bottle-nose dolphins. An individual may investigate novel objects or unfamiliar territories and "report" back to the pod. As stated before, bottle-nose dolphins may aid ill or injured pod mates. They may stand by and vocalize, or they may physically support the animal at the surface so it can breathe.

Tail Slapping: "A dolphin slapping its tail on the water in the wild may be a sign of annoyance, or a warning to other dolphins of danger."

Although probably not in the Marina case, according to other sources, it also mean play...

I wouldn't presume the dolphins to protect the surfer as a member of the pod. But as intelligent as they are, were probably trying to help out for whatever reason.
